Igor Vlach majored in bayan (accordion) in Lviv (Ukraine). 1972 – 1977 – elementary school of art no. 5 in Lviv, which he completed with disctinction (Jaroslav Karpjak). In 1976 became a laureate of a regional competition of young bayan performers. In 1977 accepted to Lviv National Music Academy (Vladislav Hryhorovič). In spring 1981 became a laureate of the XI. competition of young Russian bayanists in Ulyanovsk. In the same year graduated from the academy with distinction and was accepted to Academy of Arts. In 1984 became a laureate of the II. republican competition of Ukraninian bayanists and a laureate of the II. Whole-union bayan competition. In 1986 graduated from the college (Anatolij Onufrijenko).
Since 1985 worked as a bayan teacher at Lviv National Music Academy. Since 1998 has worked as a bayan teacher and a conductor of the chamber orchestra at Conservatory of J. L. Bella in Banska Bystrica.
